Glowing effect renders under pumpkin and freezing overlays

The pumpkin blur and freezing screen overlays override the glowing effect, which is inconsistent with how the effect works on blocks.

This also applies to the freezing overlay, but doesn't apply to the fire overlay.

It also doesn't apply to the nausea overlay, I dont think. Hard to tell though
