I found an Ancient City in one of my worlds, and I didn't find the Ice Box with the trapdoor. I looked everywhere and I found nothing.
What I expected to happen was...:
The Ice Box would already be there.
What actually happened was...:
I found no Ice Box.
Steps to Reproduce:

I find it really strange, because that's the seed for my survival world, and I might go to the ancient city sometime. This was the nearest ancient city when I typed in the command. In one of my worlds, there's an ice box in an ancient city. (I'll attach a screenshot to the issue and this comment.) so yeah, that's why i think it could be a bug and should be considered fixed in an upcoming snapshot.
That's not a bug or even weird at all. For example, not every village has a weaponsmith, not every woodland mansion has a secret room, not every pillager outpost has iron golems. This is a feature of structure generation.
Ok, but let's not forget about the allay, when I go to a pillager outpost, I can't find ANY in the cages, because the top of the cage has an opening, so I assume they fly away before I even get there. The mansions, well I tried to get there and the game doesn't even load the chunks when I teleport to the coordinate it tells me to go. (Similar to MC-249712) So if it isn't a bug, why can't it be resolved as "working as intended" already?
Not all ancient cities are built the same, they may not have an ice box. I have found them though, so they can generate. Your city must just not have one. Regarding the Allay, if it’s like how it is on Bedrock Edition, their cages at the outposts do have roofs, unlike the other cage types. Now, there COULD be a bug, but most likely, again, you just haven’t found an outpost with them. Your mansion not loading is valid though, I’ve experienced that too. Looks like you linked the right report for it.
I don't see a bug here because this happens with most substructures within structures like villages, woodland mansions, ocean monuments, etc...
