The game rules menu is not sorted alphabetically

Discovered while testing MC-250438 and relates to MC-236775.

The bug

Game rules within the game rules menu for world creation are seemingly sorted by the name of the game rule rather than the description, resulting in the order being somewhat of a mess.

How to reproduce

1. Begin the world creation ritual

2. Navigate to the game rules menu

3. Note how individual game rules are ordered

Expected results

The game rules would be listed in alphabetical order depending on their description. This should apply for all languages.

Actual results

The order outwardly appears random and seems to be based on the game rule "IDs" rather than their displayed descriptions.
