On my server, we’re running a few QoL and customization plugins, as well as one datapack, but recently one of our members reported that Ender Pearls don’t teleport, at all. Not working in the End, or the Overworld. They had to use a Water Bucket to go through the Gateway, as well as to go back through. We don’t think it’s one of the plugins or the datapack, I’ve looked through the files, so what could be causing it?

It’s just plugins and a datapack. How is it modded? Modded would be something like Forge or Fabric, I’m running Spigot. And also this isn’t intentional
Spigot is modded server software, plugins are mods (that are for server only). The tracker only accepts reports with vanilla client, server and launcher.
Doesn't matter. If it's modded, there is zero way to confirm if the modded parts caused the issue or not. Even if you think the mods have nothing to do with the issue, it's likely they do.

Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.
Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers, such as The Hive and Hypixel, please contact them first as they run modified server software.
