This is done using touchscreen mode in the controls options, the attached video shows how to preform the bug. Side notes: when I click the saved hotbars section I released the mouse button and quickly held it down again and then when I drop the item that happens when I release the mouse button again.

I can't figure out exactly how you did that in the video... is this still possible? How do you switch tabs while holding onto the item?
