When a vertical jigsaw block attempts to locate a valid structure, it generates the connecting jigsaw in the same location as the original this is different from the expected behavior, which would be the jigsaws generating with the "puzzle" sides facing one another. Of note is that this seems to only happen when manually generating jigsaw blocks. Edit: it seems, with further testing, that this also occurs in ordinary generation, but only on the start pool

This does seem to still be in 1.20.1 when manually generating and may be related to MC-252801
I'd even say duplicate. (While this is older, that is describing the issue better and better maintained.)
