Jigsaw block generation is offset by a block and ignores direction

Structures generation behavior from using the jigsaw block is not behaving as expected.

I started using jigsaw blocks and was following a tutorial, but I started running into a problem where the generated structures were offset. Using the generate button on the jigsaw block, the structure generated would be place 1 block lower than the intended placement. And the jigsaw blocks would not align properly.

I did this a few times with other examples and got the same result

Steps to Reproduce:
1. Create a custom datapack structure with jigsaw block connectors
2. Attempt to generate using a jigsaw block.

Generation replaces the top layer so things like village houses can have a floor. That's not a bug.

I have had this same issue, it seems to generate the structure with the jigsaws being misaligned by a block, sometimes the structure isn't rotated properly to line up the jigsaw too. But I'm not sure if I'm just doing it wrong or if its actually a bug.

I have attached a small datapack made for testing this along with screenshots of me generating test_room using its jigsaw block 2 separate times and getting different results but in both cases the generated rooms jigsaw is misaligned.

I can confirm it still happens in 1.19

I am experiencing this as well. It also fails to find other jigsaw blocks some of the time. (1.19.2)
