I've noticed manually activated Jigsaw blocks doesn't work correctly, generating the next jigsaw *one block below the original* and *choosing a random direction* to generate, disrespecting the intended way "{-}><{-}".
The first picture is the manually placed jigsaw, and the second is the result.
Note: {*}this only happens with the first jigsaw{*}, the one you manually activate.
Note 2: I just reposted this as using Optifine is considered "invalid" by Moderators. This time the environment is Vanilla.

Exact same scenario for me here's some information that when I was doing it:
Trying to get just a single jigsaw to spawn a structure
But instead of aligning they are spawning a weird variety of rotations and y levels and I'm not sure why. I've got a basic diorite "structure"called talon:end_2, in the jigsaw it has name=talon:end, everything else default (empty)
I'm trying to spawn that structure using a jigsaw (trying to simulate other structures spawning it for testing) but it's not connecting properly
the jigsaw trying to spawn it has the target talon:end and the target pool talon:endways
I then with the same world went back into 1.17.1 and this is working properly.
This only seems to break on the first connecting structure from the jigsaw and have confirmed with someone else that they are having the same problem in 1.19.2 with a different game setup, system, location.
