Pretty sure I wasn't in peaceful mode as I was chased by a skeleton when i realized
It should be the same with Wither Skeletons in Nether Fortresses and Guardians in Ocean Monuments because it only affects mobs that are supposed to spawn IN the structure, not WITH the structure (like it happens for Villagers in Villages, Witches in Huts or Vindicators in Mansions - those normally work)

Not a duplicate. Effects are different, and assumptions of what the "core issue" is does not constitute reasons for merging reports of different things.
I'm not sure what you mean by "progressing". It's currently open and has a Mojang Priority, so Mojang might start work on it in the near future (or they might not). But in terms of additional information being required, this report is OK.
Can confirm in 1.19 Release Candidate 2. It's important to note that other entities that spawn within pillager outposts such as allays and iron golems are summoned successfully when placing the pillager outpost structure using the "/place" command.
