Allays will get "stuck" trying to fly up through an open trapdoor. Given enough time, the allay will eventually find a way out.

I encountered something very similar still in 1.21. My Allay always try to fly up the tower in my house, but I have trapdoors each level. They just fly up into it, without end. A lead to pull them away, or an item to make them follow you usually works, but they consistently fly into the closed trapdoors as if they were open. I'd assume similar, cause, just a different manifestation.
The same happens in 1.21.11 with both ceiling (when Allays fly up) and floor (when Allays land) trapdoors. Also baby villagers exhibit the same behavior with floor trapdoors.
