The bug
When chat report creation is not able to be started, a reason is not given. The button is simply grayed out and not selectable, and its hover text does not change. If a player would like to report someone else but experiences this, they may not understand why they cannot report the other player.
How to reproduce
Note: I am not completely sure of these reproduction steps.
Join a Minecraft server with offline mode enabled with any account as well as a demo account
From the demo account, enter the Social Interactions screen
