This is normal, it's just the resolution limit.

yea but it wasnt like that before...

Your settings were most likely lost and then restored to default when you deleted .minecraft. Try reconfiguring your graphics settings, increasing them should return your graphics to what you're familiar with.

Hmm, I don't see a spyglass. Attach a debug (F3) screenshot please.

They're just showing a fraction of the recorded screen in the video to show the issue.

bruh idk if this guy is a bot but i said i tried vanilla and optifine which means i tried em both  and they both had the issue

Vanilla requires a spyglass for zooms. Mojang's official launcher and I believe MultiMC too are acceptable on the bug tracker.

They're not zooming in on the video, just edited the video to show a fraction of the recorded screens in those moments; note how it's not the center every time.

jess i edited it so i cold be seen better when u use of zoom it makes the issue the same size but further away

The video clearly shows a modified UI in the top left and the screenshot shows that optifine is installed.

Apart from that this issue is prevented by increasing mipmap levels in the graphics settings, which however has a tradeoff in that it may cause lower fps.
