/seed only works if you're the person entering it.
/execute as @a run seed does not have the seed show up in everyone's chat, rather, it shows up in your chat the number of times equal to the number of players online.
/seed or /execute as Drewza run seed executed from a datapack or command block doesn't show anything (my username is Drewza)
If this is the intended behavior, are there other methods of getting the seed to display in everyone's chat?

This is a feature request. There is also a way to pass this information from the command to a scoreboard, and then display it for any player you'd like.
The execute command does not change who gets command feedback, or else command blocks/functions would spam player's chat history with command feedback. /seed is no different to any other command.
This is not a bug, but a change request, asking to change just the /seed feedback to be send to @s, rather than command sender.
