I had never had issue with the rails before but suddently now everytime i build a new rail road it is not working. It is shaking and i can move.  It is the same way i  built all of them before and now everytime i build one it is not working at all. The cart is just shaking and i immediatly got off of it .  Thank you

You seem to be using activator rails instead of powered rails. These two are different types of rails; the first one causes the minecart to shake and eject the entity, while the second one powers the minecart and makes it go forward. See MC-79835 for an explanation.
