Clay always drops 4 clay balls regardless of Fortune.

Observed Results

Clay will drop 4 clay balls with Fortune III.

Expected Results

Clay will drop 7 clay balls with Fortune III.

Steps to reproduce

1. Find a clay disk

2. Mine some clay with Fortune 255. {{{}/give @s diamond_shovel{ "Enchantments" :[ { "id" : "fortune", "lvl" : 255s{}}}} ] }

3. Notice the clay will only drop 4 clay balls.
