If only using the brim texture it uses the profession head but if using the helmet/hat texture that goes over the head, the entire face becomes overridden by the base texture thus making it impossible to have a hat with a custom face for the profession... better explained by the pictures
just brim works, brim with hat doesnt
ive also included the textures i have in use
ps. the one in the background that looks like its working was when my base villager texture was also a snowman

basically the mcmeta files on the villager textures do not work and are not overridable if you use "hat:partial" or "hat:full" you get the default villager texture as the face, the only workaround i have found is to delete the mcmeta files from the actual game jar file, although they get reinstalled, for the first run after deleting it solves the issue
I also have this issue. I have made different skintones for different biome, which the occupations support... unless that occupation comes with a hat texture.
Then, the whole head is replaced with the default "villager.png" texture.
Like @unknown mentioned, please attach a resource pack that can be used to reproduce the issue.

Thank you for your speedy response, Jarl! A sample texture pack has been added. I based the design for the Desert Villagers after the "Ishvalans" from Fullmetal Alchemist.
Could you please provide the full resource pack? Also, could you please describe exactly what your issue is, which textures work and which ones don't? It's unclear from me just looking on you screenshots what the textures even are.
