[MC-257318] Non-transparent toasts and some buttons that should be transparent in custom Resource Pack

Toasts and Buttons in every GUI (except in villager GUI, game menu and advancement GUI) aren't transparent but they should be slightly transparent (slightly not fully) in my Resource Pack. It can be fully transparent but not slightly transparent.

Versions: I think 1.13/1.14+

Please verify this is an issue in the latest release, Mojang doesn't care if bugs plague old versions, as those versions are no longer supported.
