Changing Skeleton spawning light level in the nether yet again is a bad fix for in-portal spawning

When Mojang developers said they might revisit the issue of nether-mobs spawning in portals, nobody could have forseen that this would mean "We'll throw a D15 every update to see at which light level (wither) skeletons will spawn at."

This is a bad way of fixing mobs spawning in portals, as it will also break farms that rely on skeletons spawning between the portals and getting pushed or lured through them. This is especially egregious since the new spawning light level of 11 was just established in the first version of 1.19, half a year ago, and players were confident that it would stay like that for a while.

A proper fix would be to check for collision with portal blocks and abort the spawn attempt, if such a colission exists, not making spawning around portals impossible.

Another possible fix would be to lower the spawning light level only to 10 instead of 7. Even thought this would be a fix just as hacky, as lowering the light level to 7, at least it would allow spawning around portals, while also preventing spawning directly in portals.
