I have some questions for you:
What PC/laptop do you use?
Does your server modded?
Can this still be reproduced now?
Note: If you don't answer those questions, I can't understand your issue.

Please provide a screenshot with the F3 Debug menu enabled.

However, this issue is Invalid.
Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.
Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers like Hypixel, please contact them first as they run modified server software.

I can't confirm this issue. When I upgraded from 1.19.2 to 1.19.3, I still can throw eye of ender and the command "/locate structure stronghold" still works.
