[MC-258997] Mineshaft Chains can generate through platforms

Chain supports for mineshafts can sometimes be split by another mineshaft platform and then have a loose chain above the second platform. Example seed and position:
6491014798654190367 / 102 64 -91

I have provided an example image recording this bug below. It was taken of the position and seed provided.
