Phantoms seem to have 20 health instead of 10. You can easily test this by counting how often the phantom takes fire damage in the daylight. To my knowledge they are supposed to have 10 health to make it easier to kill them. At least they have 10 health on PS4 Edition, Xbox 360 Edition and probably the other consoles too.

No. On Java Edition they take fire damage in the daylight 20 times until they die because they have 20 health instead of 10. On PS4 Edition and Xbox 360 Edition they take the fire damage 10 times because they have 10 health like they should. I am talking about health, not hearts.
Like the players, phantoms have 20 health, which equals 10 hearts. When the player steps on fire, he takes 1 health, which equals a half a heart. Same thing happens to other mobs.
And don't compare different editions of minecraft. They have different code bases.

@unknown you misunderstand what I am saying. When being set on fire you take 1 HP of damage every second however if you are standing inside fire you take the damage every half second. This is completely unrelated to the reported bug. Phantoms get set on fire by the day light. You can do anything you want to compare the health but in Java Edition they need to take 1 damage 20 times to die unlike on PS4 Edition and Xbox 360, where they only need to take the damage 10 times. I have clearly proved that phantoms have 20 health on Java Edition which is incorrect since they have only 10 health on Xbox 360 Edition and PS4 Edition like ghasts and like they should have.
Freedyps but you say that if 1 damage = a half a heart and the phantoms have 10 hearts, then they take 20 damage. They take a half a heart damage.
Ghasts have 10 health, which means that they have 5 hearts only.

You reported a parity issue. We are only tracking parity issues that meet the following criteria on this bug tracker:
The feature affected by the parity issue is present in both Bedrock Edition and Java Edition in the latest release or development version
The feature behaves differently in one edition than in the other
The parity issue was introduced in Buzzy Bees (Bedrock Edition 1.14 / Java Edition 1.15) or later and was not present before
Any parity issue that does not meet these criteria will not be tracked on the bug tracker and should instead be reported on the Feedback website.

@unknown Console Edition didn't get the buzzy bees update. Not accepting the parity issue is unfair since this would mean all parity issues between java and console Edition would be invalid. It is better to just accept all parity issues between java and console edition and reopen this.
Mods don't make that call, Mojang does. The criteria mentioned by violine are Mojang's criteria. Parity issues with discontinued editions simply are not accepted at all. Nothing you say will change that.
@dhranios, Minecraft PS4 Edition is still being updated, see https://youtu.be/jC_Uo2IHhvo. They fixed a crash issue and an issue where entites would disappear. I am waiting until it is possible to make MCCE bug reports again so that I can report all of the other crash issues that have occured since the release of Bedrock on PS4.
20 health = 10 hearts. A bare fist deals one damage, or a half a heart, which means, that you need to punch the phantom 20 times untill it will die.
