[MC-259576] Passenger's riding position is too high on a phantom

Using the new /ride command I was able to ride a Phantom, unfortunately, the player levitates way too above the phantom. This gap gets even bigger with the increasing size of the phantom.

On 1.19.4 pre seems to be working for default-sized phantoms, but is still broken for Phantoms of different size:

This is for size 25 Phantom:

/summon minecraft:phantom ~ ~ ~ {Size:25}
