On 1.19.4 pre seems to be working for default-sized phantoms, but is still broken for Phantoms of different size:
This is for size 25 Phantom:
/summon minecraft:phantom ~ ~ ~ {Size:25}[media]
Should I create a new ticket for it?
I mean yes, but it does not make much sense for such a potion to exist - if you want it to be drinkable. It will be a hassle when in a fight you will be facing dirt and instead of drinking you will convert the dirt...
I guess it is up to Mojang to decide whether this is intended or not...
I don't think so, well those might be fixed probably together, but I am talking strictly about potions not throwable/lingering potions... And they don't mention custom potions either... There needs to be a check whether there are any custom effects to the water on top of check mentioned in that jira...
Can confirm, tried switching from USA to Czech republic with the same result - tried in Edge and Chrome browsers as well as in incognito mode.
Noticed Germany does not work as well, but United Kingdom works. I was doing this when purchasing gift code and since the code is (according to purchase page) country-locked this is quite a major issue, since it makes Minecraft unpurchasable in certain countries...
