Parity issue: Allays have a delay before picking up blocks in an enclosed space and also sometimes ignore blocks compared to Bedrock

This may be a parity issue ❓ but probably relates to MC-249875. But when you put Allays in a pipe, like in the video, it sometimes has a delay of a few seconds before flying after the blocks and after a while Allays can ignore blocks on the other side of the pipe.

When you put Allays in the pipe, there is sometimes a delay when he flies after the blocks on the other side. For a while he brings blocks from the other side, and after some time he just starts to ignore the blocks that are on the other side of the pipe and just starts flying around the note block or just flies and does not bring blocks.

I do not agree with this decision. Because of this bug, I can't build a farm normally, because the alleys can bring blocks several times and then start to be stupid and ignore them.

For example, I want the distributor to throw out things on the other side of the pipe and there would be Allay who would pick them up from the other side of the pipe and bring them to where I need to go.

Why is this down as "Won't Fix"? I thought the ultimate goal was total parity between Java and Bedrock.

I also wonder why "Won't Fix" is an actual parity issue.
