Sniffers can sniff while panicking

The Bug:

Sniffers can sniff while panicking.

This could be intentional but it seems quite illogical. I believe sniffers should only sniff when they're not panicking.

Steps to Reproduce:

1. Summon a sniffer and attack it.

2. Observe the sniffer's behavior as it's panicking.

3. Take note as to whether or not sniffers can sniff while panicking.

Observed Behavior:

Sniffers can sniff while panicking.

Expected Behavior:

Sniffers would not be able to sniff while panicking.
