When Mojang Mappings are applied, ClientboundGameEventPacket.START_RAINING actually stops the raining when sent and ClientboundGameEventPacket.STOP_RAINING starts raining, so both are basically swapped.

Good to know, but where can I report this kind of mapping problem so that it gets fixed and is not flagged as invalid?

Feedback site is best bet, unfortunately issues found with code are only valid if it has gameplay impact. As long as the game acts fine, it's not considered a valid bug.
