1. The screenshots show how targeting scaffolding varies, depending on what you're holding in your main hand. The scaffolding-specific targeting system doesn't work when the scaffolding item is in the offhand.
2. The videos briefly showcase how the placement itself varies if we're targeting the block below the scaffolding (again, main hand vs offhand).

It describes the 1st behavior. The 2nd one seems to be described by MC-204876.
