[MC-261236] /Enchant non basic enchants not working on axes

This bug affect all axes. If I try to enchant an axe with fire aspect or knockback using the /enchant command it says that Axe can not support that enchant

The exact command used was /enchant @p fire_aspect 2

This was on an a world with the bundle expirement activated

I believe this is intended behaviour, as axes aren't supposed to have sword enchantments and /enchant will only allow enchantments that are possible in survival mode.

@Fiopon This is not true because fire aspect and knockback work on both axes in swords in previous versions and I can still use an enchanted book to get the enchant

/enchant is limited to survival restrictions; you cannot enchant an axe with fire aspect in survival, you can only give those enchantments via anvils in creative as that bypasses all limitations except max level.
