Text in chat that has dark colors, also has black drop shadow, which makes the text completely unreadable. Dark colors (especially black and darkblue), should have a lighter drop shadow color that contrasts with the text, since the purpose of a drop shadow is to allow text to be read against any background.

Accessibility issues are accepted here, this one is mojang's to decide, as there's an actual usability issue here.
I would consider it a bug fix, not a feature request, to be able to read chat messages. It's significantly worse on darker backgrounds as well (e.g. while caving). Dark blue and black text is nearly invisible. I'm not going to submit this elsewhere, but anyone reading this can feel free to forward the concern to the appropriate channels/websites/trackers.
Feel free to open a new bug report – but don't phrase it as a suggestion, and instead focus on and showcase how the issue can surface in the vanilla game.
Using commands/data packs or similar to showcase the issue is fine (as long as you don't explicitly set the shadow color so that it is unreadable)
This is a bug IMO.
Generally, when you want to colour some text, you would still like to read it.
If you make it black, and then it just so happens that a drop shadow is being put behind it that makes it unreadable, it's not your fault.
It's the fault of whatever put that drop shadow there. They shouldn't have tried to put a black shadow behind black text. If that didn't happen, the text would be just fine.
For this reason, I consider this a bug. It's not technical per se, but it's erroneous enough that I would still call it a bug and not a feature request.
Cool idea, but this sounds like a feature request. Would be great to put on the feedback website, though.
