i forgot to mention that it is in server issue. i can not record my gameplay but i thought that you just needed feedback about hunger does not go down while mining.

I know the Minecraft wiki isn't a source from Mojang but it says you need to break 200 blocks to get 1 point of exhaustion, which is a whole lot, so maybe it did and you didn't notice because you didn't mine for long enough?

I was not able to reproduce this issue.

After mining a block, my "foodExhaustionLevel" NBT data value increased, therefore meaning that hunger was consumed when mining a block. As requested already by @unknown, could you please provide a video of this problem occurring while the F3 debug screen is enabled? You can check the value of your "foodExhaustionLevel" NBT data by using the command provided below.

/data get entity @s foodExhaustionLevel

i tried command and my exhaustion data increased but it looks like hunger bar does not go down. i can mine for hours but did not observed hunger bar go empty. only when i get damage.

Are you in "peaceful" difficulty? You can check by using the command provided below. If you don't have cheats enabled and are unable to run this command, open your world to LAN, enable cheats, and then try again.

/difficulty

i am running server with easy difficulty with spawn monsters false.

Starting from maximum saturation, it takes 16800 mined blocks before your hunger bar depletes by half a shank. In the context from your screenshot, that's over three hours of non-stop mining... so the behaviour you described is plausible, but not a bug.
