2-block-tall flowers cannot be replaced by placed blocks, despite being in the #minecraft:replaceable block tag

The bug

The #minecraft:replaceable block tag is used to track blocks which can be replaced by a held block. However, despite peonies, lilacs, rose bushes and sunflowers being members of this tag, attempting to place a block at their position will not work.

The correct behaviour can be seen with blocks such as tall grass and large ferns.
