The fog that obscures clouds doesn't always work properly and when you are at certain heights and angles, the fog will suddenly take up over half the screen. I am not using any resource packs.
Seems to only happen either really lower or on default superflat worlds, and with render distance very low (i.e. 4 chunks)

I think it partially does but not the screenshots where the fog sharply cuts off and takes up about 55% of the screen (and also not the part where the sky fog moves by itself even if you aren't moving, but I'm sure that is part of MC-227139 despite it not being mentioned explicitly).
Edit: Never mind, the gradual movement of fog on its own is actually a separate bug caused by the movement of the clouds, as opposed to MC-227139 which is caused by the player crossing chunk boundaries. I split that into a separate ticket though which is MC-261737.
