Banner outline is weirdly coloured in lower than "Fabulous" gfx settings [MC-166071]

MC-162783 has been resolved as fixed, if the issue still happens (or happens again) despite that fix it's not a duplicate.

Only if the issue was never actually fixed, and reproduction steps aren't different, then it would be a duplicate. (But it was actually fixed at that time.)
