I tried changing the laungage of the game but the page appears empty and no languages are listed.
That page will stay like that no matter what i do, even if i reinstall the game

No, i am not using OptiFine or other mods, i tried with vanilla and optifine and still the page shows empty
In that case, please attach a screenshot where the F3 debug info is visible (so this report has more details about your environment), as well as a forced crash report (press and hold F3+C for 10 seconds).
The weirdest thing is thateven English (US) doesn't show, even though it is clearly selected per the text displayed (if it was absent from the game, you'd see translation keys instead).
Hmm. I don't see anything out of the ordinary in the crash report or the F3 screen.
Please launch the game, open the language screen, and close the game again. Then, attach the following files to this bug report:

Ah, alright, glad it's solved then! Disregard the comment I just posted, I wrote it before I've seen your comment.
Simply reinstall the game; the launcher failed to download a bunch of files which results in this problem.
When a report is resolved, please look at the comments why before responding.
Are you using any mods or resource packs? (Optifine is a mod too.)
