This issue has existed since the Infdev version and has not been fixed until now.

Invalid, outdated issue

Intended; leaves simply check "am I within 6 blocks of a log, if not, start decaying.

This is intended behaviour as per the Block of the Week: Leaves blog post on Minecraft.net, which describes leaves decaying based on distance from logs, not "ownership" of leaves.

Natural leaves (not ones you've placed yourself) have a chance of decaying every tick as long as they're more than four blocks away from a block of wood.

(It has since been upped to more than 6)
