[MC-261946] Minecarts start moving on deactivated powered rails on some cardinal directions

What happened: When we align minecart on rails, they all glitch and move alone, even on unpowered rail.

How to reproduce: Align minecart on any type of rails they will move like hitbox push them.

Some detail who can be usefull: The powered rail is facing south when the minecart moves on.

Exepected result: Minecart not moving without power.

Recreated as this is vanilla, whereas that was modded.

That's not a dupe, I had to recreate it in vanilla. I was playing on my main profil with shaders etc.

This issue duplicates MC-14850. The minecarts move because their hitboxes collide with one another in certain directions, which is the same thing as MC-14850.
