EDITED: I found the problem, it was an active repeating command block that granted all players all recipes, the command used is
/recipe give @a *It still shouldn't glitch out like that, especially since it's not actually granting any recipes since everyone already has them all unlocked.
How to replicate:
Place a repeating command block, always active, with the command below
/recipe give @a *
Interact with a crafting table/furnace
Click the recipe book button, if it doesn't glitch out immediately click it again

Opening the recipe book interface doesn't work as intended, it sometimes flickers, sometimes appears over the block's gui, sometimes moves the block's gui without appearing and other weird glitches. The button itself also stays blue after pressing it the first time, no matter if the menu is open or closed.
How to replicate:
Place a crafting table, furnace or any block that uses the green recipe bookClick the recipe book button, if it doesn't glitch out immediately click it again

I was unable to reproduce this issue, I try for a lot of times but it works as intended.
