Some quick math:
portal near spawn has coord (-9, -12)
portal in the nether (3, -17) which translates to (24, -136)
the distance between these is greater than 128(~128.3), so a new portal is created.
Maybe mark this as WAI.

We're actually already tracking this issue in MC-149705, so this ticket is being resolved and linked as a duplicate.
However, that ticket has been resolved as working as intended, which means that this will not be fixed as it is not considered a bug.
