[MC-264425] npc and player skins not loaded only default minecraft skins appear

im have installed Tlauncher and loadnig of npcs and player skins stop working only what is displayed as skin of player or npc is default minecraft skins this is happen on older minecraft version a im play is 1.8.9 the bug is happening too in 1.8.9 and it is happening on all minecraft versions a im have. i tried reinstall whole minecraft with reinstalling .minecraft folder in appdata but its not help and not loading chunks and freezing for no reason

the only thig doing that is my antivirus with weird network shield and broken even installing from internet reason: antivirus internet shield
