[MC-265078] Single biome ocean/deep ocean worlds always have land

I needed a water world, and due to the 1.18 generation the single biome option with any ocean biome always has land, and sometimes they even have mountains and lack an ocean, shown by the example in the attachment

We're actually already tracking this issue in MC-236884, so this ticket is being resolved and linked as a duplicate.

However, that ticket has been resolved as working as intended, which means that this will not be fixed as it is not considered a bug.
