Item usage animation desync when enity starts tracking

When an entity starts tracking for a player, any item that entity is using have broken animation on player's client until next item use.

Steps to reproduce:

  1. Have Player-1 and Player-2 at the same server, same world.

  2. Player 1 starts using item.

  3. Player-2 (re-)enters Player-1's tracking distance (either by walking or teleporting).
    ❌Player-2 does not see Player-1's hand item animations.

Affected items include: Bow, Shield, Trident, Spyglass, Brush.
