trade_rebalance tags are not in the trade_rebalance pack

Steps to reproduce:

• Start a world without the trade_rebalance experiment

• Run /locate structure #on_desert_village_map

Results:

• The command successfully returns a desert village

Expected:

• An error because the tag should not be defined
