[MC-265337] Players in minecarts taking damage pushes the minecart

Steps to reproduce:
1) Place a line of rails with a minecart
2) Throw a lingering potion of harming on the rails
3) Ride a stationary minecart within the harming potion cloud
4) Notice that the minecart begins moving each time the player is damaged

i think the reason the minecart shakes is because its also taking damage along side the player

ever wondered why it shakes when u wanna remove an entity like a boat or minecart? that's why
