[MC-265556] If you place a command block with NBT data, it won't be conditional

So you grab a command block and set it to conditional, but when you ctrl+middle click on the command block to copy it with its NBT and place it down, the command block won't be conditional.

We're actually already tracking this issue in MC-87296, so this ticket is being resolved and linked as a duplicate.

However, that ticket has been resolved as Won't Fix, which means that although this is considered a bug, it will not be fixed.
