The bug:
It is not possible to crit someone if you throw an ender pearl at them and you fall too little from your own ender pearl.
Steps to reproduce:
Throw an ender pearl at the lower body of a player.
Make sure your ender pearl is thrown far enough for your fist to charge up to crit the player.
As soon as your ender pearl lands try to crit that player from falling.
Notice how the crit particles appear but it doesn't actually crit the player
Intended behavior:
It should crit no matter how much you fall.
Actual behavior:
It doesn't crit depending on how much you fall.

Oh by invul timer you mean damage tick (red phase of the player's skin). What you just explained happens in older versions but not in the newer versions anymore, you would have to hit them manually.
WAI, ender pearling into someone triggers their invul timer, and thus attacks will do no damage. No damage attacks still show crit particles, this is intended.
