[MC-265825] Sound System fails to load when launching game

When launching the Game, I get 'Error starting SoundSystem: Turning of Music and Sounds'. This is constantly spammed in the games render thread causing the game to run a 1-5 fps. When quitting the game, it crashes giving an outdated video driver or incompatible screen capture software (I don't have a screen capture software, and I'm currently running latest video drivers). I've tried updating audio driver and other troubleshooting method (Other resolved bug from older version, but none fixes the problem) with no luck.

I've re-resolved this as a duplicate of MC-265594 as this seems to be a new issue that is similar to MC-247421 but not a direct duplicate due to the added lag/exit code. Please add any helpful information you can to the report.
