Villagers do not compost bread, carrots, beetroots and potatoes

Pretty sure this works as intended. The harvested crops are for sharing, you wouldn't waste them when you could feed people.

Does not seem to be working as intended, I can confirm in 23w44a.

They are able to attempt to compost these items, but when they do it only shows the particles and does not actually remove the item from the villager or add to the composter's fill level.

The particles are displayed regardless of whether the villager is holding any bread, carrots or potatoes. It's just an indicator that the villager is working at their workstation.

@unknown You're right, I forgot about that.

Tested this on 1.21.4, it seems the problem still happens, I have tested wheat too, and it results in the same issue. Tested other things even by directly altering the villagers inventory, and it only seems to care about composting seeds, which makes me believe this might be intentional.
