When breezes jump, they can perform a high jump on top of honey blocks.

I agree. I think Mojang wants this mob to levitate. Sort of like the Blaze mob. Here are some screenshots of the blaze. I know I am using a modded client, but the results are the same as vanilla!

Again; the issue is traiged by Mojang, meaning that the current behavior is considered a bug and will be fixed. There's no need to agree on the current behavior making sense.
