Crafters have a 4 game tick delay. This should be reverted back to 1, in my and everyone else's opinion, because they have nothing else in common with droppers or dispensers. Here are some differences:

To specifically address why this is working as intended; see this snapshot's change log:
(While not explicitly stated, it was said that changes were made to the crafter)
With these changes, we aim to make the crafter more consistent with other blocks that drop or eject items, and the copper bulb with other blocks that react or change state when a connected redstone signal changes. As a result of this, some contraptions built during the last few snapshots may no longer work properly.
(The previously fixed bug pertaining to the crafter's cooldown)

Agreed. False bugs should not be implemented. Mojang needs to immediately revert this change to crafters and copper bulbs. This is not a change suggestion, but a bug purposely introduced into the game.
This was an intentional descision made in the latest snapshot version, it was not a purposeful implementation of a bug. It is a change request.
