In some cases, the items dropped by campfires can phase through surrounding non-full blocks. This causes them to be thrown around erroneously.
This also occurs with brewing stands when brewing dragons breath, as it causes an item to be dropped in a similar fashion.
This seems to be an issue with Container#dropItemStack.

Does MC-186086 describe your issue?
Yes @ampolive, however this issue also includes the fact that this is also an issue with brewing stands, which should be mentioned in the aforementioned issue if it is decided that it should supersede this.
Same issue as MC-186086, but a bit different.
